It depends. Like crop tops can be tasteful with high waisted jeans or skirts. And mini skirts can be tasteful if one is wearing tights or leggings. So a person can they just have to be tasteful about it

I think sexy implies provactively, but I'd say a woman can dress attractively and still not be provocative. Take this picure:

She's not really dressed traditionally "sexy" at all. Her dress goes down to her calves, her sleeves go all the way to her wrists, and her neckline is high. But she definitely would get quite a lot of attention in any room she walked into.

It is absolutely possible to be sexy without looking like a hooker. IMHO conservative dress (not politics, the question is about clothing) that is suggestive but not overtly revealing is sexier than the modern trend of ripped or cut clothing that shows as much skin as possible. Too much makeup really wrecks a woman's look as well.
