A woman can, and many do, look just as sexy in the one as in the other. I wouldn't say that everyone of X age or older looks better when they cover up. Frankly, I think it has more to do with the clothes and how well they fit you than whether they do or don't expose cleavage. In other words, if you wore a pair of slacks and a silk blouse that exposed some cleavage, you'd look sexy but also adult, mature, and sophisticated. The two are not mutually exclusive.

One idea, if you're really into shaping your look, is go to a higher end department or clothing store. They'll often have stylists who can help you curate a look. Once you've done that, make sure your clothes are tailored -- not custom clothes, but you can take things to the alterations person at your local dry cleaner and they can nip and tuck and shape and your clothes will accentuate all of you.

Yes, it depends on what you are trying to achieve. Any girl I really liked, it was never due to her wearing revealing clothes.
