This is a very open ended question i feel. Certain colourful clothing might lack good material and be very cheap. Can lose colour. Quality is important obviously. On top of that if one can carry it well, then it can look graceful and not inexpensive. Also occasions might matter too.

I don't think so. Speaking for myself, I usually prefer darker shades of color because I am incredibly pale so pastel colors or very colorful prints don't look that good on me.
Although I have colorful clothes too, I prefer wearing darker shades.
