I would like to know what people consider as a modest fashion and what people consider as a slutty fashion, it seem my own vision on the matter seem to be too "conservative".
Things I would consider as slutty people would just consider it as being "normal".
I see some others in comments arguing that we shouldn't use the word slutty. Eh, is "low class" better? Because that's what it was called when I was younger.
I have noticed that often times guys will all agree that a certain look is NOT slutty and yet half of women are convinced it is -- or at least say it is. A woman who ALWAYS shows cleavage will claim another woman is being a slut for showing cleavage. ha ha ha. That is just a game of competition/jealousy.
Anyhow it boils down to are you looking desperate for attention or not. From my POV, showing cleavage is never crossing the line into slutty ville by itself but a lot of women seem to think otherwise. Showing butt cheek or side boob is definitely in S town to me. So is wearing a skirt that is so short I can see your panties from 50 feet away while you're standing up. Or if you can't even sit down without your panties showing. Get real.
Wearing clothes that are too tight. Now a lot of people seem clueless about what too tight means. It means your clothes don't fit. Skin tight clothes that fit perfectly are not "too tight". Clothes are too tight when you see ripples/wrinkles that are only created by stretching. Although on the flip side having clothes that are too big can make you look sloppy/lazy/goofy too.
Thinking back on it... I don't remember ever seeing any mainstream fashion from say 2010 and earlier that was "slutty". And I have been to fashion capitals in multiple countries & never saw that either. So if you look into what strippers, hookers, porn stars, Only Fans models and IG "models" wear, they're going to tend to be slutty cause they are NOT normal, non-desperate people.
Sorry, I don't see the point of showing an example picture or two because there's so many different looks out there. If you want to learn how to be a good judge of fashion/looks, just start looking at a lot of examples known to be GOOD and you will eventually be able to tell everything yourself. Get a stack of old Vogue magazines from before the 2000s. Or Elle. Or whatever used to be considered great fashion. And yeah, obviously you can find pics online too but be very careful about where the image/style came from. Some styles are trash. Also try watching some old movies from the 1930s-1950s that are known to have good fashion in them. You can do internet search to find examples.
Nothing to do with competition or jealous I love wearing clothes that show some skin, it make me pretty but I don't want guys to consider me not modest and bad so I rather see what guys consider modest to see how much skin I can show before it become too much cause in my mind only baggy clothes that cover the whole body is modest XD
I never wore those kinds of stuff and I never saw any girls wearing these kinds of clothes in France either
I'm not able to see things for myself cause my only opinion on what's modest and what's not is the view of my father that is conservative (he considered tank top, anything tight, anything over the knee as too much, crop top weren't ok either, so he's a lot more conservative than majority of people on here so it's hard to know).
I know those magazine just by my head I spent all my childhood summer reading those books.
I know about 30 - 40s fashion, I watch lots of historical show (Downtown abbey, The Durells, Peaky blinders, etc...)
Then if you think about the classic/older styles those ARE modest. Even if/when they show skin. So it is a range from showing zero skin to some skin but the type of skin shown matters. And so does whether it fits or not (like I said). It's not that your dad is "wrong"... he just has a more conservative view than you wish. My wife is modest but prefers skirts that stop above the knee. She was never the type who was going to show side boob, under boob, butt cheeks or anything else you NEVER see in the classic looks.
I find slutty to be just anything that shows breasts when it should and can along with short skirt etc.
Such things that show a lot of skin that's suggestive.
But to be very clear I find slutty a good thing that should be and is in a lot cases normal. While modest is typically bad to me.
These two are pretty good examples to compare.
Wow the difference between France and the UK is truly huge here both would be considered slutty and ways too much but we're quite conservative when it come to clothing.
I don't find slutty to be so bad either, I like sexy clothes but sometime I want to be sexy and others modest (as in really modest like long jacket with oversize jeans oversize shirt or ankle length dress who cover the whole body and is large). It depend my moods.
France is a more conservative country by nature so makes sense. One of the reasons I ain't fond of it.

Girls wear casual everyday clothing that's honestly more revealing than the dress I called slutty. Even in our cold weather girls will choose to walk around showing a lot, and I ain't complaining.
England is very much liberal and left about this thing. A lot of mentality around mind your own business and ya know just be casual about things.
Things is we also lots of Muslim so it became even more conservative than it was before.
Like in the 2000s it wasn't as much neither in the early 2010s but now is it ways more conservative than before, young guys are also a lot more conservative than middle aged guys.
After it depend on the person in big city it's more open but in village and countryside it's very much conservative
I got called easy girl when weaning similar stuff and I had guys proposing money to me for sex and insisting or following me, don't happen when I wear oversize pants shirt and long kimono / jacket.

As a wise man once would said 'You can tell how a society has progress by the position of the female sex' so I am glad that women here don't have to dress in such ways you are describing for their safety and reputation. That to me is stuck back in the 1800s and nobody rationale wants that.

I think it impact ours view because we are quite conservative to begin with, slut shaming here is a huge things. Just a girl flirting with guys is enough to make her be considered a whore. (by French guys not even by Muslim). Same they don't like revealing cause it make women cheater, they're quite jealous.

I don't think French are hypocritical they're actually very aware that they're judgmental, when they go oversea everyone is always like "I canspot a French person from far in every country cause they would be gossiping about someone".

I'm used to it so it's not that bad, most men are quite jealous and don't want their girlfriend to show their body as they take it as a sign of her being a cheater and such. I grew up in it so it's ok just annoying they make comment about shorts skirt and dress cause those are cute. I feel so uncomfortable wearing though but I don't think I would be comfortable either if I had a boyfriend and he was ok with me wearing revealing clothes I would feel like he don't love me.
Honestly I just don't think the term "slutty" or the idea of "dressing slutty" is actually that useful/meaningful. Fashion is beyond subjective and personal preference varies like crazy (and lets not forget about cultural variation of these concepts around the world).
To me "slutty" implies that a person is dressing with the intention of finding casual sex, which is not a safe assumption to make under pretty much any normal circumstances, especially if you don't know the person's taste to begin with.
I think we're better off just NOT assuming that clothing is a good determinant for if someone is interested in sex with you or not. The concept is dated and silly in a world where there's so much freedom and variation. Worry less about what is on other people's bodies. It doesn't affect you in any way, shape, or form.
Slutty, revealing, lightly dressed no matter the name it mean the same things and it exist, only delulu people believe it don't matter, I hear about this everyday some say "women should wear tight jeans to show their curves" and others say women should be dressed modest if not they're not wife material.
True culture have different meaning of modest which is why i ask this question, to see what modest mean to the world and me because I think my view of modest might be "too much" according to American. I posted pictures on KoustaKouvalis response if you want to see and tell me what you think.
I don't mean to judge people as I too wear sexy clothes (at least what I consider revealing) but I want to date a traditional guys and they usually don't like sexy clothes. I want to be taken seriously not see as an easy girl (guys always judge by clothes, I mean in my work one guy refused to work with a girl cause she was too outspoken and wore too loud clothing so he asked to work with me and another girl, we both were dressed modest and are shy, we let him lead even though he was ways younger than us).
I guess I want to know how much revealing I can get away with without getting a bad rep. And even if yo don't want to admit it it matter what other think and especially knowing I live in a rather conservative area.
For the whole judged if they're interested in sex flashy make up is way worse for it, can absolutely wear no make up if not I attract very creepy people. Shorts skirt don't attract half of the creep that make up do.

There's no such thing are "true culture" there's just "the culture of a specific subgroup of people". But if you ascribe to a certain set of cultural values then that's chill. It sounds like you already have your own idea of what positive modesty looks like, so I don't know what the purpose of comparing to and labeling other people's preferences as "slutty". I have minimal interest in pursuing modesty myself, but I happily support women feeling attractive and beautiful in modest outfits. The narrative that "revealing" and attractive" have to be the same thing is unnecessary.
As for what modesty looks like, it really depends on who you're asking. If you live in a conservative area, why not just ask some of the women around you who you think would be good role models? I'm sure they'd be happy to help a young pursue pursue their values, and probably be much more informative than a bunch of contextless strangers on the internet.
But based on what you showed me, and without any knowledge of your local region or culture, this is my two cents of what you're looking for in terms of modesty:
1. Bottoms: Skirts probably need to go to the knee minimum, though your images are suggest tea length or ankle length as a better reference. You could always try a long jean skirt if you're looking to be on trend or look a little more urban than modesty often allows. I'd avoid shorts in general and stick to loose pants. I have a pair of rayon satin, wide-cut pants in a bright pattern that are incredibly comfortable. I don't know how your community feels about patterns, but it's easy to find the style in solids as well and tends to be a very elegant look.
2. Tops: Sounds like short-sleeves is fine, but don't show your shoulders or lower back. Necklines should probably stay within the width of four fingers from your collar bone. You can have tight tops, just not as your outermost layer (ex. have a seater or jacker over top). I'd also assume you need to hide bra straps and generally avoid shear in all forms except as an outer-most layer.
3. Shoes: Low heels, clean minimalistic sneakers/casual shoes, flats, maybe some sandals, though I'm really not sure, definitely boots.
4. Dresses: dresses follow most of the same rules as above, but don't forget that you can pair a more revealing dress (ex. a long sundress) with an undershirt to maintain modesty. There's a lot of modern east Asian fashions that use this technique.
5. Jewelry: Avoid flashy bling, go for minimalism: thin chains, small earrings and pendants, you might be able to style pearls without aging yourself (it can be tricky, but they're often considered classy/mature in the west). Probably avoid multiple piercings, if any depending on your religion.
Note: next time you want to have a discussion on modest clothing, maybe don't start by implying that other people are "slutty" as an opener.

In a way I feel like asking men would be more effective but as everyone have a different opinion on what's revealing and what's not, what's considering as revealing where I live is considered as normal for conservative American. I was quite surprised.
I do have wide pants with patterns on it, multiple one and they come with either tunique or oversize shirt to be paired with of the same patterns.

English is not my first language and every time I see men talking about short dress or cleavage they call it slutty / revealing not sure which words would be more appropriate? though it does get the point across as everyday is understanding what i'm saying.
Just stick to the term "revealing". "Slutty" has extremely negative connotations and is pretty much always an insult when referring to other people. The men you hear saying that term are probably either insulting or objectifying the women they're speaking about. It's honestly kind of a red flag if I guy is using a term like that towards a woman because of how disrespectful it is. "Revealing" is a more polite and objective way of saying that more skin is visible, or the person's figure is more apparent, than is normally shown.
The four fingers thing is just a quick test, but all bodies are proportioned differently, so don't worry about it too much. (Personally I'm quite flat-chested, so it's easier to come off as modest if I feel like it. Curvier women tend to be objectified more and receive more judgement with regards to immodesty unfortunately.)
Sucks about the jean skirt, though I was wondering if that might be an obstacle. You might be able to find something online, but personally I hate online shopping for clothing because you can't actually tell how stuff feels when you first purchase and returns are a pain.

Some people, including men, are nice to people they think well of, but rude to people they don't like. I don't like people like that because I don't think they're very respectful. Moreover, if they can speak about someone rudely when they're not upset, how will they speak towards you if they are upset and less in control? That's just how I think of it though. It's always possible to live a certain lifestyle without insulting people who choose to live differently.

Like that's extremely revealing clothing and my mother hate them always try to make me change and guys stare at me a lot (old, underage, middle aged, everyone ).
those kinds of clothing where I live you make you be considered as a cheater and slutty (my mom coworker say this to my mom when talking about me while I wore a blouse with a pleated skirt and heeled boots..
Also keep in mind we have tons of Muslim where I live (if you go out after 7 pm the only kind of people you see outside are Muslim men sitting outside shop in the street). Or during the afternoon too they're all seat in bar staring at people who walk outside.

Honestly I'm used to it so I just smile and be nice, they aren't as bad or dangerous as most girls seem to think after some small talk they usually just left. Nobody every tried to touch me they just mostly make comment (like about skirt length, my hair how it's long and beautiful, etc...) or say I should go in holliday in their country cause it's beautiful there and very cheap.

I had multiple guys open the changing room when I tried on clothes and I said nothing just closed it back 3 time before his mother caught him and scolded him (that was a teenager I didn't felt comfortable exposing him in from of everyone especially in a woman shop and in front of his mother).
We can't do nothing about those guys cause even if it's forbidden by the laws we got no proof and policemen have other things to do more important than scolding guys who are pervert. I don't think there is or can be an absolute definition of the two.
Lets arbitrarily define slutty as 'intended to garner male sexual response'. We don't have any genuine difficulty recognizing that when we see it. Bikinis maximize exposed skin but I don't get erections over girls in bikinis on the beach. It has been normalized. I do get erections over girls in bikinis at the supermarket as that is not normalized to this point.
Is modest defined in the inverse? Not necessarily because I do get erections over girls in sundresses which only expose the arms. Girls do wear sundresses knowing that men like them being feminine. We can't define modest as being feminine because it becomes a circular definition :- modest is feminine & feminine is modest.

In my previous work they were a guy that refused flat out to work with women he deemed as immoral so he asked to be put into another team.
