Why does he laugh at me?

Whenever this guy sees me or gets close to me, he does this weird silent laughing thing. I can't tell if it's condescending or not, but it makes me feel stupid because I don't know why he's laughing. I'm pretty sure he's laughing at me since it's happened a number of times. I don't think I have any facial/bodily deformity that would induce this. I'm too nervous to ask him. Why does he laugh at me?
