I'd look for other signs too but if he's giving as you say "intense hugs" I'd take that as he likes when you two are in close contact. Then sitting on your lap puts his behind right in between your legs seems kinda flirty. I mean make sure he ain't gay lol. But I flirt a lot with words so I really can't tell on this one based on hugs and sitting on the lap. Maybe ask him if you can sit on HIS lap ;D

With boys its hard to tell if they are flirting with you because chances are your gonna catch him doing it to another girl (same thing happened to me) if he does it several timea I suggest at some point you should sit in his lap.
