When at the movies, what does it mean when a guy lets you rest your head on his shoulder. But doesn't wrap his arm around you or hold your hand?

I went to this movie with a group of friends. It was a horror movie and we put the arm rests up. We both got scared and put our heads together in terror. Then i put my head on his chest and he let me snuggle under his neck on his shoulder and he put his head on mine. But he never put his arm around me or tried to hold my hand.. We are going again later this week and i dont know what i should try and fix? Did i do something wrong? And what should i do next time?

What were your intentions with him? It could be that he simply didn't think that far because he didn't know that you were trying to be affectionate.

It was just supposed to be like a friendly get together. Bur for next time, how should i tell him i want to be more affectionate towards him?

Note that any move at the movies might be noticed and maybe even recropated only if you managed to make some of the aforementioned moves and hints before you enter the film. If by the time the two of you are watching the movie he is aware of your affection then he might put that arm around you. Do something like @Kenzy-Yinn said, snuggle deeper into him (but don't go overboard and don't practically sleep on him, but simply make sure that some of your weight rests on him.

Maybe he is just a bit scared to bring his arm around you or hold your hand. It could even be that he doesn't think of you in that way, yet obviously wouldn't deny comforting a friend.
