What does it mean when a guy gently touches your face?

Me and Victor are in the same university, we've known each other for about 5 months, give or take.
He's done a lot of things in the past that lead me to think that he might be interested in me, but I was always doubting.
Today, something new happened. We were outside, during the break, with some other friends, just chatting about stuff, and out of nowhere he turns and leans towards me and gently starts touching my face, and I kinda jumped, cause he surprised me, but he kept on going, and then he said I had eyelashes on my cheek. Kind of sounded like an excuse to me, but it was very pleasant nonetheless.

So what do you guys think it means? Did he just use the eyelash excuse to touch my face, does he like me, was he just friendly? Help me please

You all said that he might, or actually likes me, and thank you for that !! Yet there's an issue. He's 27, ex-Marine, and is really outgoing. I've heard him talk to other guys about girls he picked up "the other night".
And the fact that some of you said that he might be shy is confusing me.
Could it be that he's only outgoing with girls he's only interested in sleeping with, and become shy with the ones he's actually attracted to as girlfriend material?
