Does prolonged eye contact initiated by a man necessarily mean romantic/sexual interest?

I guess there are guys who are flirty but don't intend to take things further with every girl they flirt with. It's fun and it doesn't have to be super serious all the time.

With this one guy I know, it's hard not to notice how he blatantly stares at me. It's like he forgets himself in the moment, even though we're the only two people in the room. But, he literally stared at me very consciously several times too. He even smiled a little while doing it and because I was not entirely sure what to do about it, I slightly smiled back, but didn't hold the eye contact for the entire time. I looked at him, said something and looked away a little bit, and looked back at him and he had been looking very intently in my eyes. It's really captivating, I've not experienced this up until now. Also, he does this when I'm talking to someone far away from him, or when we're alone and I adjust my watch, for example, and obviously I'm looking down in that moment, I look up to see that he's been staring again. Once he leaned across the table, put his head on his hand and simply looked at me, listening to me, but very fixated on my eyes, not wavering. Also, he kinda blushed I think...

So, sure he finds me cute and likes me, but does this intensity of eye contact mean mean he'd like for more to happen or can it still be brushed off as him being a tease or something?
