Why would I be encountering mutual attraction with girls that are already in a relationship?

I don't try to get involved in others relationship to be clear. Usually what happens is I pickup on girls that show interest through body lamguage but when I ask them out they already have a boyfriend.

The worst thing is I'll see them the next day at school and still catch them staring and playing with their hair! They still are showing signs of interest. Its really such a tease.

You give them attention, they like attention from you. Their relationship status is irrelevant, they just want to feel attractive and wanted. The boyfriend part can either be truth or a lie. They use that both for security and to see if you ready to compete for her.

If you know that why are you bothering them, and call them teasers. You are the one focusing on the taken. There is only two outcomes of that. One they are girls who swap boyfriends easily and that means you will soon be swapped out also. Or they would require more work then they are worth. Better spend the effort on some one that isn't taken. Turning the woman into a prize is a good way of paying too high value for her. She earns on it not you.

I think you're fooling yourself. You most likely reading too much into their actions. It's not like every time you look at a girl you want to get physical with her.
