I think there's no right answer to this. If he's a friend of you or at least if he considers you as a friend, this might be okay in a sense of joking (playful friendly teasing). But if he's a stranger and/or not having any intension to be a friend, nope.

That's brings you into the scene, do you like what he's doing? If not, tell him you don't like what he's doing. Tell him you thought him to be a grown up man when you asked him out.

Or just ignore him or laugh out and then act like nothing happened if he's a gaslighting kinda person.

Well he first met me and we were in the talking phase. I told him I wanted something more and he said he wasn’t ready. I said ok, and tried moving on. There were girls who asked me out and hinted that they like me, I never went to shame then for doing that. We still stay friends and I have a big respect for them for going that extra mile and be vulnerable about their feelings.

Well first I'd need proof that he was flirting with her. a lot of women think a guy is flirting with her when he's not. Then I'd need proof he was even interested in her let alone rejected her. a lot of women feel a guy has rejected her when he never had any inkling of a feeling towards her.
I can tell you this. A woman plays with me ONCE and I'm done. My advice to the girl is drop him FLAT the minute he shows ANY flaky behaviour towards you. Life is too short to tolerate that treatment from anyone. I don't care if they are a guy or a woman.
