Do you think if someone writes "hope you're well" at the end of a message they don't really want to talk to you and are trying to politely sign off from the convo or are they just being nice?

Not necessarily. It depends on what else they said in the message.

It would not be out of place to respond to a message like that.

They can actually be saying it depends on how they used it if that's all the person said then yea but if they said more like for example "hope your well but im gonna have to text you another time" then they don't really wanna talk

Writing " Hope you are well" at the end of the message is not appropriate.

This should be written at the start of the message

I think its the opposite, it's a kind comment that is saying they care about you.

People usually write that when they think you don't want to talk to them. And they miss/ care about you. But don't want to bother you
