the glare is an attempt at reducing you and a form of domination. In effect, she is trying to reduce you to an object. It is house sociopaths and Narcissist dehumanize their Targets. I would be cautious or get in her space and confront her. Ask her out !!!
The only times I’ve done that is if I caught him looking at me before, it’s like acknowledging that I see you doing that, even on a different day lol.

Honestly no. Staring to relay interest is just awkward for me and if I like someone I’d rather be direct about it.
Girls who do that, must really like the guy they are staring at.
