What does it mean when a guy says "va-va-voom" when you walk by?

The first documented use of the phrase was by Art Carney on the Morey Amsterdam Show.

Carney later recorded a song by that name.
It includes the lyrics:
"She's a cutie, she's a beauty, she's a wow. Vavavavoom.
She's got everything that traffic will allow. (whistle)
Did you ever see a doll who looked so swell? ...
So, Va-va-vavoom means hotsie totsie, looking good, a feast for the eyes.
It's like a cat call or a wolf whistle.
Sounds like something from the 1940s or 1950s.
