Is he afraid or not interested?

I guy I work with would constantly stare at me, blushing/smiling everywhere I was he would be there also. Fast-forward a coworker said his face lit up like a Christmas tree when he was telling her we were working together she said his smile was big. She said he sweet on you whatever that means.

I decided one day to tell him I liked him and he said he knew already because he can read people, then he said he was flattered and he had a bad experience with someone he worked with before.

I mean I don't know almost everytime he spoke to me he would stammer over his words or sound shaky in his voice. Is he afraid or not interested?

He confused me with all the staring like how long does it take to read someone? And apparently he only does the staring thing with me well that's at least what my coworker friend said she said he different me versus the other female coworkers. Does it take weeks or months to read someone. My coworker saw him staring she said he didn't even notice her there he was so focused on me that he didn't even see her. Could us working together be the reason he doesn't want anything I mean don't blame him. Why would he even bring up the fact that he had a bad experience. I know dating a coworker that's why I didn't even ask him out or anything. The only reason I said something was in hopes that he would tell me he liked me too but he didn't say he did or didn't.
