People put too much emphasis on alcohol which is not the preferred drink for most women. Invite her for bubble tea or congee at a Chinese restaurant. It's cheaper so there is less pressure involved to commit if she is not sure about dating you.
Maybe she didn't like the suggested activity. Maybe she doesn't date or socialize with co-workers. Could and probably are lots of other reasons- she did flirt with you, after all.
