Different people take it differently. Some will always welcome a compliment like that, while other will be freaked out if you said it "too early". This question is kinda hard to answer specifically mainly due to everyone being different. I'm open to compliments like that anytime, but other people will find it uncomfortable.

I wouldn't want a guy to tell me that too soon. Lets get to know each other and then mention it. If you say it when we meet then I feel like you are clingy or trying to be too nice. It would be perfect on a day when it looks like I've put more work into my appearance...if you can tell lol :).
