Flirting

A guy invited me over his house but didn't make a move. Why??

We know each other for over a month now. We clicked instantly, always joking and playing around. We love to laugh and are good at making each other laugh. He invited me over one night, even flirted a bit through text messages, and when I was there he made some flirty comments. But, he did not make any move. Did not put his arm around me, did not try to kiss me, even to say goodbye. We just hugged. I am so confused. I was hoping for something more, like why would he invite me over to hang out alone?

Considerations: 1. we are NOT good old friends or best friends, so it is not someone I would normally hang out with alone. in fact this was the very first time we hung out alone. 2. some people might think he just wants to get in my pants, but wouldn't a guy who just wants that just make a move and go for it? I mean I'm already there, if he did not like me, wouldn't he not care about offending me?

I am so confused as to why he did that... please help! Thanks :)
