Because most of Africa has the same pro government and anarchist rebel factions fighting each other every day. Its usually women who pay the price. Mass rapes and mass murders are a everyday thing there.

There's many factors in why Africa is the way it is today. From unlawful invasion of European countries to the destruction of the continent by African dictators that have been backed financially by Western nations, like the USA, France, UK to the massive theft of the continents vast resources by Western nations.
