Looking a little is fine.
There's a difference between attention that flatters you and attention that just makes you uncomfortable.
Just because a girl is wearing a low cut anything, doesn't give a guy a free pass to just fix his eyes there. Looking once is fine, but ogling is a whole other issue.
Also, if a little cleavage is peeping out, guys really need to calm themselves down. They'd stare at pretty much everything.
And I can understand when the cleavage is still their necks and their bras are popping out, you're allowed to stare all you want. I stare at those girls as well. They obviously know people are going to stare them down.
Because some girls are honestly oblivious to what draws attention to their chests. Also it's actually really hard to find shirts that cover our chests, so you can't blame the girls all of the time. Other times it's just for attention and girls being stupid
Cleavage looks feminine and attractive in moderation. We want you to notice, of course, but don't stare! It's rude and sorta creepy to just stare at our chest while we're talking. You can look, but sheesh, at least try to be subtle about it.
You're wrong. Women like when men stare at their chests. Pretty men. Not you. Not I. Other pretty men.
Remember the Sexual Harassment Golden Rule: "The only people allowed to objective are the ones that you want to."

I think they should cover it up and quit bitching if they are really that offended.
If I'm wearing something that shows them off, then I don't care if they are looked at. Stare away! However...guys that are standing next to their woman need to be more descreet because they look like asses if they are obvious. How can someone not look at great cleavage though, right?
If they complain about guys looking at their chest, then they're stupid. But staring is something else.
its hard to find shirts that cover it all lol. Button up shirts can only go up so high before its uncomfortable and too tight. And lower cut, flowy shirts are more comfortable.
There's a difference between "I think he might have been looking *giggle*" and "dude, we're having a conversation, my eyes are up here."
Or sometimes I just want to wear a cute shirt and guys sexualize it. Like, no, stop.

It's fine if guys look, staring can be creepy.
