Girl's Behavior

Is this girl testing me or fobbing me off?

We work together and are Friends and she is very friendly to everyone. Some days she can be flirty and talkative with me. However some days she'll hardly acknowledge me and conversation becomes difficult.

She now keeps going on about setting me up with this new girl. Neither of us know this new girl well and I keep saying that I don't find her attractive however she keeps going on about how good we would look together. She's now told our friends about setting me up with this new girl.

After explaining about 10 times that I don't like the new girl she asked me who I do like. I didn't say anyone however when she asked if it was someone at work and I said yes she seemed to get excited and kept asking who. I still haven't told her.
Is this girl testing me or fobbing me off?
