She just doesn't like you, I sometimes do that to people I sensed are doing things they don't like or they got spirits on them that the Holy spirit doesn't like m. Don't know if she's Christian, but either way she doesn't like you as a person. Just ignore her and don't worry about her staring at you or confront her and tell her to stop because it's getting to be harassing. Especially if you feel threatened.
