I think that the girls who wear revealing costumes don't need a reason to because it's normal for them. If they are comfortable enough to show skin for a costume then they likely are for everyday as well. If anything, Halloween gives them the excuse to dress flashier and in a spooky or themed look.

Regardless of the reason, there's nothing wrong with it. I wish I could be as proud and comfortable with my body as they are.
