Anyone can have a hook. I mean something that catches your interest, like a certain style or a certain way about them. It's not always about words or about looks. Sometimes it's the lack of visual or audible cues that is intriguing and makes you want to know more.

I'm married now, but back when I was dating, a girl being quiet/shy or loud/outgoing didn't make or break the deal for me (unless they were just obnoxious). Unfortunately, the #1 thing I went by most of the time was looks... I wish I could say that differently... the #2 thing was personality (that was #1 the last couple of years before marriage for me). If a girl was hot in my opinion, I would be trying to date her regardless of personality. If a girl was attractive, but not hot, and had a good personality, I would date her. What if I had the option to choose from both at the same time? I would go for the later even in my youngest, wildest days. In fact, when looks were all that mattered to me, I did actually take a girl who was "only attractive" but had an excellent personality over one that was "extremely hot" but had an awful personality. Looks do matter for most guys, but, even then, it's very important to have a good attitude. For me, I preferred girls that were nice, tried not to start trouble, did not take part in needless drama, and had a sense of humor (especially if they were sarcastic like me).
I'm afraid I had to answer "only if she's hot"... I LITERALLY can't think of another question where I would have to pick "only if she's hot". But in this case it's true. Why? because if she's not hot... there is nothing to notice... WOW stop hating. That's not what I really mean. Actually it is, but not in the way you think.
See if you're quiet, nobody knows anything about you. You could be any other person I don't know anything about... you are interchangeable..."the generic quiet girl"... how could anyone notice you... if you AREN'T visible.
So anyone is going to notice someone attractive (quiet or not)
But still... you just see a generic attractive person...
in either case, it's only once you start talking that you turn into the ACTUAL person you are. Until you open your mouth... you are...'every quiet gir in the abstract'... once you open your mouth and start to show your personality do you become... Alison, or Sara or whatever... a person.

I am that type of person who can easily talk with an unknown girls cause you have a lot of topic on which you can share your opinions. Once you come to know that person then you don't have any topic left to share except to your daily routine.
For me quiet girls do catches the attention because they are easy to observe. For example you are sitting at the club and a group of girls enter in and start having some fun. But one of them is sitting idle and like she was forced to join her friends. So who else will not get her attention. I mean to say what the fuck is she doing at fun loving place.
The quiet, shy one, that doesn't really engage? Yeah, she is the one I like the mos, and I always talk to her, because I have never been disappointed, getting to know her, and finding out she is the most interesting, and fun one, and more like me, than any of the others!
Sure, it might take some time to get her to trust, and relax, but usually, we totally connect, and become at the very least, really close friends.
I mean yeah but that's because the quite ones have so much more to tell about them selves and they are a huge ass mystery and personally I love that with that loud ones they talk to much like really ok we get it you love using you mouth to project words (I would have said mouth but that would have sounded so fucked up 😂😂)
Being quiet is attractive in and of itself. Work on your social skills, for they are learned.
And come to an understanding that introversion is not shyness - they're two different things.
Love can't start 'till attraction does, and then there needs to be a conversation.
Quiet girl at my work caught my attention because she didn't really interact with anyone and it seemed weird for a young-ish, attractive and non-threatening person like that to be the quiet anti-social loner lol.
I don't know if I should actually say "girl" when it's some quite a bit older than me but oh well
Being does make her stand out. But I usually don't let people stay quiet. I'm the guy tok try and engage everyone involved. By asking questions or having ice breakers. So if I notice she's quiet ill try and discern if it's a personality trait or just a bad day. And go from there. But yes she will catch my eye.
There my type, I'm kinda naturally shy but I do everything to hide that fact. So if I'm at a party my natural instinct is too speak to the people who appear more introverted than extroverted, basically their my people! lol
