Maybe you shouldn't discuss it explicitly but just get into another situation where you are cuddling and making out and it may go further "in the heat of the moment" if you don't stop and discuss it first.

Sounds like she's confused and doesn't want to mess up the living situation and got caught up in the heat of the moment. Just dont push her. If you're her, make sure she knows the door is open and just be there to support her as a friend. Dont make advances to her. Let her come to you. Also, dont be a doormat.
