The way in which it is written (and if the person who wrote it meant something else by it, then he/she doesn't know grammatical and semantic rules) it suggests to mean:

"You are the smartest person of all the idiotic people I've met so far."

So that person -to whom this refers to- is very stupid, but still smarter than all the other stupid people ---a genius in a world comprised of idiots.

A smart person who makes dumb decisions all the time when they are so logical about so many other things so why are you makin dumb decisions as a smart person? Dumb people always make dumb decisions rarely smart ones.

yeah you can say it that way too, have you seen I-robots with will smith? he said that line to that scientist lady because she wasn't able to see that the robots were evil when there were so many signs, that for her profession he would think she would be smart enough to know what is going on with these robots but she didn't get it and he did so then that's why he said "You are the smartest dumbest person I ever known" he can't believe as smart as she is, she fails to see that the robots are not right.

This sounds like a jumbo shrimp kind of statement. I would take it as a compliment because it would probably p*ss off whoever said it.

Sometimes you can be shocked when a smart person keeps makin dumb decisions and worse, when they complain about it and your like My gosh you know not to do that what can happen, no common sense yet you did it anyways and I know you are not dumb but you keep acting like it.

Ok, well then that person isn't that smart after all. Smart is as smart does. I've seen less educated smart people and very educated stupid people. It's not the degree that matters; rather, it's what your mind does with it. You can't always control your circumstances, but you should be able to control your behavior.
