I have a friend who, when she’s the one getting attention she’s really happy and likes to rub it in, but when I get attention or guys asking me out, or other girls compliment me, she gets really upset/annoyed. Are those kinds of friends a bit toxic?

Absolutely. Avoid them at all costs. Later on, when you're in a relationship, they're gonna influence you badly and make you single. This is also why men are wary of their girlfriends having single female friends.
