Is she leading me on or am I being stupid?

I am friends with this girl for quite some time and we are very open with one another. I am a touchy guy, meaning I like hugging, cuddling and etc. This girl whenever we are together let's me be physical with her, grab and stroke her thighs, ass, hold her hand, get close to her face with mine, etc. Though when we do talk about relationships and all that stuff, she mentions that she thinks she isn't able at the moment and doesn't want to commit to a relationship since she thinks she needs to focus on herself and doesn't want to hurt the other person. Even after that she still doesn't mind all that I am doing to her. Her not complaining about me being touchy with her and having such deep talks when alone makes me think she is interested though I don't want to risk misunderstanding that whole thing especially cause she tells me the previously mentioned thing. Can you give me your opinion? Girls? Guys?

I don't think she is leading you on exactly it just sounds like she won't be able to commit at the moment. Maybe she just got out of a relationship and needs time to heal or just doesn't want the distractions. I'm sure she likes you obviously she wouldn't be letting you be all over her but that is up to you if you wish to continue when she has already told you that she isn't ready

  She definitely hasn't gotten out of a relationship or something as such. The way I see it is that she wants to focus on herself a bit more, the last time we hung out she opened herself up to me about some problems, which she confessed didn't plan to do so. Are you sure she likes me? We have been like this for quite some time now.

  Yes why would she allow you to be all over her it's obvious. I would not let a guy be all over me if I wasn't into him. She probably does not want to jump into another relationship so quickly without healing and feeling like herself again. She wants to focus on herself and the things that made her happy
