Why would people say to small-chested women that barely got anything and don't need certain types of bras?

I don't know if that kind of statement is supposed to mean what it says or if it's supposed to mean that because you barely got anything you don't need to wear bras or a bra. I was told this statement when I was younger once but I wasn't allowed to wear thin bras out unless I was wearing some padding or covers to make it look like the bras had padding even though I wasn't the one who bought the bras, my mom bought them for me. Because people don't always mean what they say when it comes to making certain statements but mean what they say to others.
