There are some women who won't initiate a convo unless the guy makes the first move to talk. Even after talking a bit for a few days, they still won't make the first move to initiate a convo. But you can tell they are just waiting for a convo to happen.

The moment the guy starts talking, every head will turn to look at him even though the guy wasn't talking to them, but only to one person.

When they do finally talk, they will talk to everyone first before talking to the guy.

Is this shyness?

Yes, keep smilling and saying hi. And work from there to like how are you. Its helpful to know what scenery we talking about if its school or the bar or something. Like what are you studying or may I buy you a drink something along those lines
