Is it okay for little girls to go topless to the beach?

My brother’s daughter is 7 and always goes to the beach in just a bikini bottom. When I asked my brother about this, he said it’s okay because her chest in the same as little boy’s.

In California it is legal through age 12 regardless of breast development but no one ever does it at public beaches for obvious reasons.

Most parents I know are ok with it until breasts first start to develop

Yes. 12 and below are considered adolescence and non-puberic, although some are puberic younger than 12. 8-11 is not unusual

Well, why don't men wear tops at the beach? Or well, why don't we wear them to swim. We might wear them on the beach itself but typically we take them off to swim, so, why do men have to take theirs off, but women can't take their "tops" off

I don't see a problem with it. At that age, there is very little difference. I was often just in bottoms at the lake or camping. Unless it was more public, I hardly ever wore a top.

Well Ik people up until like 4/5 or so going topless. That was like cousins and friends etc but at a young age
