Is it okay for little girls to go topless to the beach?

I met my brother and his two kids at the beach last weekend. His daughter, who is seven, was wearing just a little bikini bottom. I was pretty surprised since she seemed too old to go to the beach without a top. But since she hasn’t hit puberty yet, I didn’t comment on it.

Yes, it is. I'm guessing you're in America? Most countries don't think of little girls' chests as sexual. They don't look any different to little boys'.

I don't see why everybody can't? Both of my sisters used to run around completely naked when they were little.

I REALLY don't see what the point is! The ONLY part of their chest they're NOT allowed to show once they become teens is their nipples!! In the meantime, that's one part of their chest that barely changes AT ALL from the time they're born to the day they die! In the meantime, the REST of their tits are the parts that do ALL the growing but, there's no problem at all with the world seeing those! Why? It SHOULD be the other way around! If you're GONNA cover something from puberty onwards, SHOULDN'T it be the part she didn't have before? The part that does all the growing?
