Too young to wear a thong bikini?

My backyard looks onto my neighbors backyard with a short fence in between. Yesterday i went out to start the grill and was looking around, how tall's the grass? did any branches fall down in the storm we had the night before? is there anyone next door i should say hi to? When i looked over i saw the neighbor's daughter tanning in a thong bikini, i looked away quickly and kinda pretended like i hadn't seen her. My wife says it's not a big deal but it sure surprised me and freaked me out a little as they still have two giant birthday balloons (16) on their deck from her birthday party on Friday. I would never say anything as they have always been great neighbors and as my wife pointed out i guess her parent's don't have a problem with her wearing it.

yeah 16 year old girls can still wear fairly revealing bikini's at the beach so not entirely surprised by that , she likely assumed no one would see her there

Well, 16 is too young for revealing clothing in public. If she was simply tanning in her own backyard, no harm as long as her parents are cool with it.

I will say, THIS sounds A LOT like a made-up fantasy story though haha
