Especially when they are meeting each other for the first time? Why do some women look another woman up and down when she is introduced to her or is meeting her? Is it “sizing each other up”?
I think they just check all of your outfit choices to judge it in their mind, and compare themselves to that (and to details). I say this because I noticed women (and some gays) are able to remember even the shoes someone was wearing, the nail polish and other details, while I very rarely heard guys doing that.
I think, when you're "into" a subject (in this case, fashion, or makeup too), it's pretty normal to be automatically driven to observe it around. And women are very often into fashion, first of all for themselves. Example: if you were a barber, you would probably check beards.
I'm very much not into fashion, and as a result, I really can't remember how people were dressed, let alone even noticing shoes (whatever they are!) or purse, or tattoos etc. Yesterday I met a person in my courtyard, a woman I talked with for around 3 minutes, but all I remember is she had black short hair, thick eye makeup and a big fat pad on the back of her neck. I have really zero memories of any other accessory or even colors of her outfit... Nothing. simply because I'm not interested in fashion enough, or maybe because I'm generally too chill.
Anyway, outfit says something of the person you meet so it's not so random to observe the choices of that person, regardless, because it could speak about their personality, values, mentality etc and what to expect from them. Checking them intensively can be also a kind of "defensive" measure, to have control on who is around somehow, to make sure they're no freaks, but I think this is also done by men under this reason.
And there is also an insecurity factor, a competition factor, that drives them to compare the outfit choices or to take inspiration to copy something, or to imagine how they would wear it better matched with other accessories or with their body shape.

Its creepy i saw an old old lady repeatedly eyeing another middle aged lady from the corner of her eye on the bus. I dont even think the other one noticed. I try not to focus on others like that. I mean i might doze off and look if someone is wearing expensive or ther clothes that grab attention but i try not to be judgmental.
That's how y'all are... That's why they can't put two women babies beside each other after birth in hospital... Right off... giving the other the... headzy to toezy comments. AND-this also why the boys, that have to be placed in between you cackling hens, cry and can't get no sleep.
