I asked this girl out once before and she said she can’t go because she would be busy. I moved on since she did not propose an alternative plan.

I run into her today, she saw me from a distance and was clearly annoyed the moment she noticed me. Then she pretended she did not see me and turned her back on me. As I walked by her, I said hello and she burst into smile and said hello back, she looked genuinely happy. She then fidgeted for a few seconds like she wasn’t sure what she was doing, and run away after that.

Does she like me? Should I ask her again? How many times would it annoy a lady if you keep asking?

No. But she feeds off your interest. She'll continue this until you stop showing her any attention.

Hot and cold responses. When you said she ignored you and then burst into a big smile was a dead giveaway. She wants to deny you, forcing you to give her attention. Then when you start to question her interest and show signs of giving up she does something to re-ignite that interest. It's called "breadcrumbing". She doesn't want you (don't take it personal it's not you it HER) but she wants you to stay interested because your interest give her that emotional lift.
If you want to test whether what I say is true. Throw her game right back at her. Ignore her, when she talks to you (as she's almost sure to do), act disinterested. Look somewhere else, maybe another woman 🤣. Respond to questions from her with one word answers. And occasional, and I mean OCCASIONALLY! Throw her a bone by giving her a small bit of attention. She will interpret this as you're interested again. And will immediately turn cold on you.

She used to have conversations with me, and start to walk away in the middle of the conversation for no reason, left me wondering why she disengaged. Is this also breadcrumbing?

It could definitely be form of it. Let me ask you this if she frequently walks away from you while talking to her. Why do have ANY interest in her. That's straight up disrespect man! Don't tolerate ANYONE doing that s*** to you!
