While yes I do agree that people should stop making excuses rather than reject the person, I know sometimes it easier said than done. They worry about confrontation, not wanting to hurt feelings, and stuff that others like yourself may not worry so much about.
I saw your comment to someone else and to be honest I don’t think it’s fair for you to basically accuse this woman of lying. You don’t have to agree with how she goes about her life but it’s not your place to point the finger. I’ve been in her exact position and let me just say you probably don’t even know what you’re talking about. Just because she was with people doesn’t take away from not wanting to be around people, sometimes we don’t have control of the situation, made plans days ago that we probably shouldn’t have agreed to or whatever. Shit happens, doesn’t make our feelings any less prominent. Also dating someone is much different than hanging out with people. That’s a commitment to someone.

I'm not speaking for all women, but when I let someone down and make excuses, it's because I don't want to hurt his feelings, or ego. Also, for instance, say a guy asked a girl out publicly. It sounds nicer, and less harsh if she said something like: "I really just wanna focus on myself right now" or "Sorry my workload is just too much right now" Instead of flat out saying "No." or "No I don't like you that way."

My best guess would be from bad experiences with men who didn't handle rejection well. Let's be real here... not all guys are too excepting and understanding when it comes to being rejected.
