Keeping in mind that I could be seeing her from any angle, the first thing I usually notice is her overall silhouette - how tall is she, and what is her overall body shape/size? Even in clothing that isn't very revealing, you can usually get a decent idea of her silhouette.
Next is probably going to be typical sexual body parts that are particularly nice - a great ass, shapely boobs, a flat stomach, narrow waist, etc., assuming they are reasonably visible given her clothing and my angle to her. I suppose her hair length is probably also going to be something I pick up either in the first or second stage.
As a "breast man", if I haven't already, I'm probably going to look at her boobs. The simple truth is that I love boobs, so I'm probably going to have a pretty good idea of what hers look like if I'm checking her out. Ass men are going to do the same thing, as are leg or feet men, with those parts.
In the real world, you often aren't going to have a great angle to see a girl's face initially, so you often need to get her attention - to talk to her a bit - to get her looking your way so that you can see her face - and you usually have to be reasonably close, while the other things you can often see well enough from further away. That's why I wouldn't put face in the top 3, even though that's actually pretty important to most guys. It would be different if every girl you met was standing at attention looking in your direction, but that's not reality. Plus, a person's face can change a lot as they go through a series of expressions, so it can take a bit of time to absorb the whole face picture.

Oh, trust me, I know. I grew up with a rock star and was a close acquaintance with another guy who was stupidly good looking, and I have seen how most women behave around them.
Even my ugly ass could occasionally get a woman who sees me that way, and it's definitely true. The difference is that for me, it's maybe 1 or two women in a good year, while for them, it's 100+ women a day, every day they leave the house.

It is often her general figure - the combination of her boobs, waist, hips and legs. If she has nice curves, I'll assess her ass more thoroughly.
If a woman's assets are enough for me to take notice, I look at her face to see if it matches the rest of her.

There are so many factors at play, including her specific look and body, the situation and what she is wearing / how she has prepared herself.
For example:- If I'm at the beach and walking behind a girl in a thong bikini I'm naturally going to notice her booty first.
- If she was walking towards me topless, I'd be trying not to notice her boobs.
- If it were winter outdoors I would probably only be able to see her face to would notice that first.
- At a party I would probably notice her 'overall appearance' most likely centering on her face.
Anyway, there there nothing better than a smile to peak my interest.

If you asked me to describe someone famous, I might be able to tell you what she's been in, her hair color perhaps, but what do I notice about them when I see them? Whether they look happy or angry when they want to talk to me. None of their features are registering with me.

+1 yI find you can tell women apart by their hair. It says a lot about them even if they wear wigs. The face can change dramatically with makeup or lack thereof and the breasts can be accentuated with inserts or a bra or clothing to fake the reality of what they actually are. Hair can differentiate status and even personal living standards.

Especially since bodies can change via diet, exercise, stress, injuries, environment, and hormones. The face (or rather the skin) can only drastically change from stress and diet short term, but long term you'll need to do surgery.
