What to do about neighbor witch she is always having screaming matches with husband? we sicked the rva rv park security on her which made it worse?

She says he spits on her food and throws it away or sprays it with dirt or water if he's decided she eats too much he lunges at her and tried to push her off the porch we did see some food in the yard which seems strange. This gets her furious and she starts screaming. for hours And sits on the car and listen to music loudly Sometimes she sleeps in there.

We can't get any peace. So the rva and rva security issued a 5 00$ fine for her to pay for disturbing the peace or she will be sued. she keeps sitting in the car and listening to music loudly. Also. We asked her what her problem and to shape up go back in the house. she said she doesn't feel safe and he lunges at her there but her husband says she is delusional mister understands things. He seems more rational.
