Is it weird for someone to ask little girls if their friend is their girlfriend?

Someone I know did this and it didn’t sit right. For instance walking up to a couple of girl who are talking and asking them if that’s their girlfriend.

I had a friend (no longer friends with her) do this. The girls reacted uncomfortably. My issue is they’re young and don’t have the emotional maturity to know how to respond to that. She knew what she was doing when she asked “is this your girlfriend?” Little kids don’t get it and will think you’re asking if they’re dating.
This was at an event where a bunch of us were for a weekend.
