Is the eyebrow flash/raise a sign of attraction?

Is the eyebrow raise/flash where a person (in particular a guy) raises their eyebrows for a brief moment and then lowers them, a sign of attraction? I was in a car, stopped at a red light today and this guy who was walking down the street and seemed to be about my age, looked at me and did this thing where he raised his eyebrows as soon as he saw me and then lowered them. He was a stranger and my friend thought he was attracted to me. So does this eyebrow raise/flash mean anything, like attraction?
