Maybe he has a lot on his mind already and is just trying to make an effort to remember what you're saying.
Or he likes you and gets nervous around you, and does/says daggy or embarrassing things, such as repeating you as a result of the nerves.
Or he may have un-diagnosed obsessive compulsive disorder, or terretts disease (maybe check the spelling on that).
The key would be to observe to see if he does this with other people aswell, or just you.

You are describing Echolalia https://en.wikipedia.org/wiki/Echolalia . It's a speech quirk. He doesn't do it on purpose and I don't really think he can help it.
