This guy had been staring at me for half a year, so I tried to get him to approach me, but he didn't?

I never talked to him, I just saw him a lot around my university. He would purposely stare directly into my eyes for multiple seconds as we passed each other and he would stare at me when he thought I couldn't see him. A lot of people said he had to have some sort of interest in me, and I think he actually may have had something for me, since I think we had a lot in common and people tell me I'm very attractive. I know he didn't have girlfriend or anything (overheard him talking) so I thought I would try to make myself approachable since my social anxiety causes me to basically panic when trying to approach an attractive guy.

We walked a similar path at a certain time, so as soon as I saw him coming I walked by him and put myself directly in front of him. He was staring me down as I walked by, and I was waiting to see if he would come up behind me and say something, but he didn't. Looking back, I naturally have a fast pace, so maybe that intimidated him? I'm not sure. I don't see him anymore, I'm just wondering what I did wrong or why he didn't approach me when I placed myself directly in front of him with nothing to make me seem unapproachable. I do wear my headphones a lot and I do like to put my hood up, and I know he saw me like that, so did he maybe read that as "unapproachable" and figure I wouldn't want to be approached either way?
