So my crush said “see ya” to me on his way out and he never talks to me. I was the only one out there when he said it and I don’t think he would feel like he needed to say it but I don't know what do you think?

It's polite for definite. We can't go around assuming that everyone who says 'bye' or 'hi' to us has a crush. That would be a recipe for disaster as well as being super awkward. However, that's not to say that you should be discouraged - he at least knows you exist and obviously doesn't hold anything against talking to you! Take this as an opportunity to start talking more and getting to know him and maybe then we can discuss whether he has a crush on you or not :)
