Why does he follow so many unknown girls on Instagram?

I like a guy and he likes me back. But he follows too many girls on Instagram. I don't understand the logic behind it. Those girls don't even follow him back.
When I confronted about it, he brushes it off.
What does this really mean? Does he really like me or see me as a mere option? Is he into many girls including me? Does he value me?

It´s not easy to say. If I was him I´d also follow other girls, mostly because I´d just like their pictures. We don´t know if he values you or not because this description of his behavior doesn´t show it. Following other girls on instagram is saying as much as watching other women walk by in real life. As long as there is no conversation between them, there is nothing serious in it. If he hasn´t shown you his interest in you by trying to get in contact with you, it´s not clear if he´s serious with you.

Liking how someone looks doesn't mean you're interested in them. I have a membership to a campsite and probably follow about 20 models on there. I don't really care about them. They're hot when naked. That is the only reason I follow them. The girls he follows are either hot or amusing, but if he likes them it's probably in a detached way

As a guy I don't understand why some people just follow random girls but it happens, most are just simps, anyways, if he got upset then I'd suggest you stay away from him.

He got really upset and stopped talking to me for 4 days until my birthday. He met me on my birthday and apologized for his behavior and handed me a bouquet of roses

That's a red flag and I believe it would be a very toxic relationship if you two take it that far and he would be the main reason of the toxicity. I've known people who broke up just because the guy was following random girls and didn't want to unfollow them. If he really likes you he doesn't have to beat his meat on other girls when you're there waiting. Just my opinion.
