Possibly doesn't want responsibility.. I know it sounds like guy is an asshole but it can be from bad past relationship experience.
I had some really nasty breakups where I'd do hot 'n' cold to girls for months. I'd love the girl and then one day I'd just be like "yeah I don't deserve her she's better off without me, I'll distance her from me so she can live a better life". Took me a while to realize I was destroying girls mentally with this.. So, he could be hurt from previous experience and can't commit to you out of fear of it happening again. Only he can fix it, if you try, he'll just distance you more.
Give him time or substitute him :)
Usually when that happens you have to really be careful because it needs to be doing something else it's almost as if your side chick and that's bulshit the detention to the guy is he starts hanging around with you because if that's what it is and you only wants you when he wants you or when he can't get something else there's going to be a problem with that pay attention to what he says how he says it and what is really doing you don't need this in your life

Nothing confusing about that at all. He gives attention when he got time, when he is busy with something else or someone else. You will get no attention. My advice is don't go for the ass lickers because if that is the treatment you want it will not last. These guys are smooching up every skirt they can find. Your not special and the words are just empty and worthless. Compliments are only as valuable as their rarity. And these guys are giving them to basically everyone all the time.
What is he getting in return - that HE values - for all his attention? If the answer to that is "not a lot", then that's why he isn't consistent, and why he's only going to give you attention when it's convenient to him. And even that isn't going to last.
Guys know we have to pay up-front, but if we get no return for our investment, we're going to stop paying sooner or later, and move on.
