Guy's Behavior

It has been more than a week since I last gave him my number. Should I persist the matter further or just let it go?

So I gave my former co-worker my phone number asking him to call me sometime when he's willing to hang out. Normally I thought guys would take this as a sign that a woman is into it regardless as soon as she gives him her number, but yet it's been over a week and I still haven't heard anything. My friends suggested that his apprehension may be part of him possibly being a virgin, shy, and he doesn't know English too well (he's foreign-born). In fact, he looked amazed as I wrote my number to him. I was also thinking about the possibility of him having a girlfriend, which would be weird as he let me put my number in his front pocket without any flinching and has considered me extremely kind in the past compared to my other co-workers up which intersects as interest (prolonged staring in cafeteria, placing himself near me when the matter doesn't call for it, and overall extra helpful behavior in my workplace duties, which was an extremely rare consideration giving the negative energy from my former workplace).
It has been more than a week since I last gave him my number. Should I persist the matter further or just let it go?
