Hey may look at everyone that way, so I would put it out of mind and go about your day, unless he was singling you out. Then, I would recommend maybe offering a wave and maybe say hello, and striking up a conversation, seeing if maybe it's an issue of you being anti-social and you staring back, he may think you're the one staring too much.

If he doesn't reciprocate the conversation, I would recommend keeping your distance. He probably mean no harm, facial expressions aren't everything. Some of the nicest people can have the most neutral expressions on their faces. You may be the same.

If you want to test this, go look at yourself in the mirror and see what your facial expressions are to others, and how you feel about them, maybe you scowl or frown, or are neutral when you're blank. Considering how you express yourself to others is important here towards making good impressions and being generally friendly.

I'll also add a fun fact: John Lennon and Yoko Ono used to look in the mirror every morning to see what their smiles looked like. It's a great morning routine!

In that case, I would recommend just telling him to stop staring at you in the most polite way possible.
If he keeps doing it, be more direct and make sure to directly say, "Please stop Staring at me," if you hadn't before. Third time, Three Strikes you're out. At this point, you could leverage a threat of filing a police report for harassment since he either is ignorant, of your complaints, or is inconsiderate. But only do that as a last resort.
