Why does he always stare at me blankly?

There's a guy who stares at me, doesn't smile, and passes close by me whenever I am standing alone or with my friends. Sometimes stands near me and it looks like he's trying to overhear my conversation. Sometimes he follows behind me in the direction I'm going (not in a creepy way). Sometimes I can feel like he's looking at me from the side of my eye.
One time he looked so starstruck while he was staring at me for quiet a while. Other times he ignores me completely like I don't exist and has his back towards me. He won't even look in my direction at all for the whole time I'm there.
Is he just staring at my acne scars? They're just ditches on my skin. He's been doing this for over a year. I do like him but I only started looking back at him when I saw him staring at me first. We barely had an opportunity to talk, but I'm confused to if he likes me or hates me cuz he just gives blank stares with no smile.

He probably likes you.

He pretends to not notice you because he doesn't want to scare you away. He notices that he stares at you and he's worried that you'll be super creeped out and then you'll avoid him.

He stares because he finds something about you very attractive. Maybe it's the way you act, or the way you talk, or maybe it's the way you look.
I know that the eyes are one of my favorite things to stare at, they usually tell a lot about a person.
