Why do some guys use double exclamation marks and stretch their words when texting a girl?

It's just a way to show a bit of emotion using a communication method that isn't especially easy to show emotions with. If he just answered YES or No, that could come across as being terse or angry when he was just trying to be clear.

His typing that way was to show that his mood is happy and playful.
