he started texting, then calling me all day every day and visited me. then when i went to his area he went cold. he still did some things with me, but didn't call or text unless i initiated. i left and went no contact. returned a few months later to visit friends and he approached me. then nothing. when i initiated, we hung out and had great times. he even took off work to hang out. still, he's not initiating like he used to but he's always fast to reply if i initiate.

Seems like he is playing mind games to test you if you like him or choose him. It is best to cease contact with such a person once and for all.
